Our Mission:

The mission of the Tri-Community Coalition is to promote mental health and wellness for our youth and community through partnerships, programming, and prevention activities.


The Tri-Community Coalition is a 501(c)3 non-profit organization formed to prevent the abuse of alcohol, tobacco and other drugs through education, community action and involvement, and the promotion of a drug-free lifestyle.  The Tri-Community Coalition is made up of volunteers representing organizations in Berkley, Huntington Woods and Oak Park,  including businesses, government, faith community, school districts, law enforcement, healthcare, homeowners and public and private agencies. The coalition works together to reduce substance abuse in their local neighborhoods.  We educate parents, students and other community members on the impact and prevention of substance abuse.  We also develop youth activities to encourage positive drug-free behaviors.

TCC Staff

Executive Director: Judy Rubin

Judy Rubin is the executive director of the Tri-Community Coalition (TCC) and has been for the past 22 years. Before coming to the TCC, Judy worked as a Judaic Consultant for JARC –the Jewish Association for Residential Care, and prior to that position was a special education resource teacher in Oak Park.

In her current role as executive director, Judy oversees the workings of this substance abuse prevention and mental health wellness nonprofit for the cities of Berkley, Huntington Woods, and Oak Park.

Judy works closely with all sectors of the community to respond to the threats of illegal drug use and excessive alcohol and tobacco use, especially among the youth of the community.

She also works with her staff to provide events and programming that will increase the mental health and wellness of the entire community. Judy lives in Huntington Woods with her husband Robert. They have three sons, three daughters-in-law, and six beautiful grandchildren.

Program Director: Breanne Ott

Breanne Ott has served as the Program Director of the Tri-Community Coalition for the past five years, bringing more than a decade of nonprofit management experience to the organization. Breanne specializes in program development, community engagement, organizational growth, and building meaningful partnerships.

In her role, Breanne oversees the Coalition’s programs and initiatives, working closely with the public school system, community partners, and the Tri-Communities of Oak Park, Huntington Woods, and Berkley to support youth mental health, wellness, and substance use prevention efforts.

Breanne lives in Huntington Woods with her husband, Spencer, and their two boys, Seeger and Morrison.
